Affaire BAI: la BoM rend public le rapport nTan

La Banque de Maurice a rendu publique vendredi 29 janvier une version « épurée » du rapport nTan Corporate suite à une enquête de quelque huit mois sur l'affaire BAI. «As most of you are aware, we pulled the plug on Bramer Bank in April 2015. BAI group is a very complex institution. I thought it would be proper to conduct an investigation. I proposed to the board that nTan be appointed as consultant. They have been working very hard », a affirmé le Gouverneur de la Banque centrale, Ramesh Basant Roi, lors d'une conférence presse, à Port-Louis, à mi-journée vendredi 29 janvier. La firme singapourienne nTan avait comme cahier de charges de faire la lumière sur les transactions entre l'assureur BAI Co. (Mauritius) Ltd, les sociétés apparentées, les actionnaires, les directeurs, la défunte Bramer Banking Corporation Limited et d'autres institutions financières. Et une des clauses du mandat a été de soumettre un rapport qui serait publiable. « The confidential bits have been hidden. I have to respect the Bank of Mauritius Act », a fait ressortir Ramesh Basant Roi. L’objectif du rapport, ajoute-t-il, était de déterminer ce qui s’est passé depuis 2013. 1. On 2 April 2015, the Bank of Mauritius (‘Bank’) revoked the banking licence of the Bramer Banking Corporation Ltd, under Section 17 of the Banking Act 2004, with a view to protecting the interest of depositors.
2. On 3 April 2015, the Financial Services Commission pursuant to Section 106 of the Insurance Act 2005, appointed Mr André Bonieux and Mr Mushtaq Oosman of PwC as conservators of BA Insurance.
3. On 6 May 2015, the Board of Directors of the Bank decided to enlist the services of nTan Corporate Advisory Pte Ltd of Singapore to examine the facts, inter alia, behind the complex financial transactions carried out by Bramer Banking Corporation Ltd (In Receivership), its related parties, affiliates, shareholders, directors, and its connection with other financial institutions.
4. On 27 January 2016, nTan Corporate Advisory Pte Ltd submitted a copy of a Report for public release to the Governor of the Bank.
5. The Board of Directors of the Bank is pleased to release a copy of the Report for public information. A copy of the Report is accessible on the Bank’s website.
