The Minister of Finance, Pravind Jugnauth, made the announcement during his press conference on Tuesday 12 October 2016 following his mission to India. He explained how the money disbursed by India will be spent for the numerous projects announced in 2016-2017 Budget. First the Minister expressed his appreciation with regard to the prompt response of India in disbursing funds for several development projects, following his recent visit to India from 13 to 18 September 2016. Among the projects:

- The Metro Express project as part of the traffic decongestion programme to the tune of some Rs 7,2 billion. Minister Jugnauth announced that a delegation from the Delhi Metro is expected in Mauritius on 24 and 25 October for further discussion on the project;
- Distribution of tablets in schools for Std I and II students for which an amount of Rs 500 million has been allocated. The project which also consists of a training component for teachers and other such facilities will cost Rs 800 million;
- Construction of the new building for the Supreme Court of Mauritius for which an amount of Rs 1.1 billion has been earmarked. India is also providing assistance for the design of the building;
- Setting up of low-cost housing units in 2017 to the tune of Rs 1.2 billion, of which Rs 700 million has been provided under the financial envelope from India;
- Construction of a new ENT hospital amounting to Rs 586 million. An Indian team is expected by the end of October 2016 to fine tune the procedures; and
- New Headquarters of the National Coast Guard to be set up at Fort William.
Pravind Jugnauth also spoke of the Overseas Citizens of India (OCI) card and made mention of the allocation of the funds earmarked for the Heritage City to other infrastructure projects.
