Affaire Roches-Noires : Navin Ramgoolam, Dev Jokhoo et Rampersad Sooroojebally seront poursuivis pour complot

L’ex-Premier ministre Navin Ramgoolam, l’ex-patron du National Security Service (NSS) Dev Jokhoo, et l’ex-Deputy Commissionner of Police (DCP) Rampersad Sooroojebally seront poursuivis pour complot dans l’affaire Roches-Noires. C’est ce qui ressort d’un communiqué lundi 28 mars du bureau du Directeur des poursuites publiques (DPP). Ce communiqué précise que le commissaire de police (CP) a soumis au bureau du DPP le dossier complet ayant trait à cette affaire. L’enquête, ajoute le communiqué, a révélé que les personnes impliquées dans un complot allégué dans l’affaire Roches-Noires sont Doomeswarsing Gooljaury, plus connu comme Rakesh Gooljaury, Navin Ramgoolam, Premanthsing Jokhoo, plus connu comme Dev Jokhoo, et Rampersad Sooroojebally. Le CP a été avisé de poursuivre Rakesh Gooljaury en premier et à la fin de son procès, celui-ci sera assigné à comparaître comme témoin dans le procès intenté à Navin Ramgoolam, Dev Jokhoo et Rampersad Sooroojebally, qui seront poursuivis pour « conspiracy to do an unlawful act ». Tandis que Rakesh Gooljaury fera l’objet lui de poursuites pour « effecting public mischief ». Navin Ramgoolam, Dev Jokhoo et Rampersad Sooroojebally ont été arrêtés en février 2015 dans le cadre de l’enquête sur le cambriolage perpétré au bungalow de l’ex-Premier ministre à Roches-Noires dans la nuit du samedi au dimanche 3 juillet 2011. Cette enquête avait été rouverte en janvier 2015 après que l’homme d’affaires Rakesh Gooljaury, un temps proche de Navin Ramgoolam, avait fait une nouvelle déposition dans laquelle il avait déclaré que Navin Ramgoolam et la femme d’affaires Nandanee Soornack étaient présents au bungalow au moment du cambriolage. Rakesh Gooljaury, lors de son interrogatoire au Central CID le 11 janvier 2015, avait allégué que Navin Ramgoolam, Rampersad Sooroojebally et Dev Jokhoo auraient exercé des pressions sur lui pour faire une fausse déposition à la police le 3 juillet 2011. Dans sa déposition initiale, Rakesh Gooljaury avait fait croire à la police qu’il avait été victime d’un vol avec violence alors qu’il surveillait le bungalow de Navin Ramgoolam à Roches-Noires le 3 juillet 2011.

Communiqué du bureau du DPP :

Re : OB 2927/11 Riviere Du Rempart On 9 March 2016, the Commissioner of Police submitted to this Office the complete enquiry into the case bearing the above reference in connection with an alleged conspiracy to do an unlawful act. The enquiry has revealed that the persons involved in this alleged conspiracy were (1) Mr Doomeswarsing Gooljaury; (2) Dr. Navinchandra Ramgoolam; (3) Mr Premnathsing Jokhoo; and (4) Mr Rampersad Sooroojebally. After careful consideration of the facts and circumstances as revealed by the enquiry, the Commissioner of Police has been advised as follows: (a) That Mr Doomeswarsing Gooljaury be prosecuted for the offence of Effecting Public Mischief, in breach of Section 298 of the Criminal Code; and (b) That Dr.Navinchandra Ramgoolam and Messrs Premnathsing Jokhoo and Rampersad Sooroojebally be prosecuted together for the offence of Conspiracy to do an unlawful act, namely effecting public mischief in breach of Section 109 of the Criminal Code (Supplementary) Act coupled with Section 298 of the Criminal Code. The Commissioner of Police has further been advised to lodge the case against Mr Doomeswarsing Gooljaury first and after disposal of the case against him, to proceed with the prosecution of the case against Dr. Navinchandra Ramgoolam and Messrs.
